RBI-Medical Assistance Fund Scheme (MAFS)-GMP (2018-19) for retirees -E-Card download
As already posted, the GMP (2018-19) for RBI retirees under RBI-Medical Assistance Fund Scheme (MAFS)-was introduced for a further period of one year (15-8-18 to 14-8-19) with Bajaj Allianz General Insurance co. Ltd. on the mutually agreed terms and conditions.
The Bank in the forwarding letter dated 14.8.18 informed that new ID cards will be issued and sent to the members.
However, the factual reports received from various centers indicate that till now cards have not been received by the members , although a period of about one and half months has since elapsed.
We have observed that some of the approved hospitals refuse to forward the case to the TPA concerned in absence of the ID card issued by the Bajaj Allianz.
In a recent case at Delhi office, a retiree who had to undergo a major eye surgery was asked to submit the new card issued by Bajaj Allianz, along with the RBI medical card. The hospital refused to forward the admission case papers without the new card. When the member retiree contacted the TPA representative on phone, he was told that he may come to Bank to collect the E-Card. Needless to say, a patient suffering from vision problems is not supposed to come to office and collect E card and then go back to Hospital for admission. Moreover, it should not be assumed that he would have sent some other person to collect the card. The problems with the elders are well known such as they may have only ailing spouse as attendant and their nearest supporting family members may be living in other cities for obvious reasons. Moreover, they may not be be computer savvy and unaware of the steps to download the E card.
The incontrovertible fact is that a large number of family pensioners or those who retired before the introduction of computers in the Bank are not computer savvy and as such they need physical card at their home.The card must have been sent to them by now as per the terms of the scheme.
But it has been a continuing general grievance for the past several years that whenever a new insurer is introduced for reasons best known to bank, the ID cards are not dispatched within reasonable period . It is so because at the time of changing the insurer, the bank does not impose a condition that cards are issued within one month invariably. And if not , a penalty clause must have been included in the agreed terms and conditions..
Even in respect of OPD scheme for 70+ it took about 6 months to update the spouse data. The TPAs concerned blame the bank for supplying the data late and bank in many cases has advised the Insurer that the omission is on their part since data has already been provided to them.
As retirees we are left with no alternative but to bear with such unwarranted delays.
In the circumstances, we are giving the step wise details to download the E-card in respect of TPA Mediassist dealing with the retirees at Delhi, Chandigarh, Jaipur, Jammu, Kanpur,Lucknow,Shimla, Ranchi, Patna, Dehradun. Members who are using internet may download the E-card for themselves and spouse and use it whenever required. They may also help others such as family pensioners and those not conversant with the process to download the cards.
The physical cards is not required in case you have E-cards.
The steps to download E-card for Medi Assist are:-

Select Employee ID radio button
Employee ID : type your PFindex number e.g. : DWxxxx in capital lettersCompany’s name: Reserve Bank
Verify your name: Type your name
Click on View
Print/Download the E-card
Help Others to download/print the card.The members attached to other TPAs may share the process to download E-card from the concerned web site.
