All India Protests by RBI employees and retirees on Pension issues- Is shouting slogans sufficient to impact the deaf and mute ministry?

Recent developments about the 2 Key Pension issues, revision and one last option to CPF optees  have  proved beyond doubt  that as usual, genuine demands of RBI retirees , till now, have fallen on deaf ears, . All appeals, pleadings, representations – from the representative bodies/individuals –  have met with a deafening silence.

UFRBOE had to accept the above position in their circular dated 12th October, 17 issued after meeting the Governor on 9th October. So, breaking the ritual of silent protests that continued for years, UFRBOE by their circular dated 27th October 17 gave an all India call  to  units to hold lunch hour demonstrations along with retirees  and allowed raising of  slogans against the apathy and indifference of authorities about the decade old pending demands.
As per reports received  from all the offices, retirees despite age related issues and employees participated in full strength and with vigor.

Now the question arises, if the response from the government bureaucracy  is negative to the massive protests, and any  unilateral action  from the Bank is already written off, what will be the future course of action left with the UFRBOE? Will they again start the hitherto followed policy of wait and wait and then write letters to the Governor and seek another meet and wait?  Letters long or short, appeals however well drafted, have no meaning unless responded to positively. A poorly drafted letter for demands is  meaningful, if approved. To wait for the Parliament session where action taken report is to be tabled in the house in respect of  Parliamentary committee report on subordinate legislation , and then expect results expeditiously by mobilizing MPs will lead to the same old sequence of events  of wait and wait till the retirees leave for their final abode.
In the circumstances, the only alternative left with the leadership  this time is to cease work  for 2 days in November  as already resolved and circulated. This must include stopping of RTGS the operations of which involve the  senior officers.

It has been learnt during the last strike in RBI for getting the  wage revision ( effective Ist November 12 )  that when RTGS is held up even for some  hours the recalcitrant bureaucracy  presses the  Governor  to get the  operations resumed. And, even on intervention of Governor, RTGS operations should not be allowed to begin till a memorandum of understanding is signed for immediate approval of demands . But,  for obvious reasons this  action is unlikely to be followed  by the  leadership now.
So, we shall continue to fight to beg  mercy  either from  bureaucracy, or from courts.

Very well written .The concerned TRIO – 1GOI ( MOF), 2Governor,3 Top Mgmt of RBI is disinclined as for them 1.RBI staff is not a Vote Bank 2.Outsider -unconcerned 3.Worried about their Annual Appraisals . Leadership compromising by suitable Transfers& Postings of their kind etc .Moreover,during Demonetisation utilized Thrift & Credit Societies. Retired people have no power or role .Serving Staff is the only hope provided wiser counsel prevails .Court remains the only recourse .

  2. There is no supreme boss in RBI like Guv Bimal Jalan or 1st Guv who introduced pension in RBI as a bold persons of atounomous body. Guv of these days had no gudge to apply their authority within RBI act. Opposing Gov. & Unions.
